VOTES and PROCEEDINGS, November, 1799.            17

    RESOLVED, That the treasurer of the western shore be and he is hereby directed to pay to
James Weems, or order, the sum of £. 233 16 6 currency, with interest on the same from the
17th day of May, 1782.

Which was read.
    The bill to empower the levy court of Dorchester county to assess and levy annually a sum of
money for the support of Esther Kenner, was read the second time, and passed.
    On motion, Leave given to bring in a bill to prevent the mischiefs arising from the multiplicity
of useless dogs in the several counties therein mentioned.  ORDERED, That Mr. McPherson,
Mr. Rumsey, Mr. Quynn, Mr. Hyland and Mr. Greenwell, be a committee to prepare and bring
in the same.
    The bill to empower the levy court of Dorchester county to appoint a constable for the town
of Cambridge, was read the second time by especial order, and passed.
    Mr. Taney, from the committee, brings in and delivers to the speaker a bill, entitled, An act
to revive and aid the proceedings of the orphans court of Calvert county, and to call and adjourn
the same; which was read the first time and ordered to lie on the table.

The house adjourns till Monday morning 9 o'clock.

M    O    N    D    A    Y,    November 18, 1799.

    THE house met.  Present the same members as on Saturday.  The proceedings of Saturday 
were read.  Mr. Matthew Tilghman, a delegate returned for Kent county, appeared, and
after qualifying in the mode prescribed by the constitution and form of government, and taking
the oath to support the constitution of the United States, took his seat in the house.
    Petitions from George Deagan, William Russell and Henry Deagan, William Askew, of the
city of Baltimore, Henry Gassaway, of Anne-Arundel county, Bernard Oneil and Edward Eno,
of Montgomery county, James Ringgold and John Betts, of Kent county, William Magruder,
of Prince-George's county, Benjamin Preston, of Harford county, praying acts of insolvency,
were preferred, read, and referred to the committee appointed on petitions of a similar nature.
    A petition from Patrick and George Magruder, counter to the petition of Joseph Magruder,
was preferred, read, and referred to the committee on the petition to which it is counter.
    Mr. Turner, from the committee, brings in and delivers to the speaker a bill, entitled, An act
to authorise and empower the levy court of Montgomery county to assess and levy annually a sum
of money for the support of Ruth Glaze; which was read the first time and ordered to lie on the
table.
    The supplement to the act, entitled, An act relating to the public roads in Somerset county,
was read the second time, and passed.
    Mr. William Potter, a delegate returned for Caroline county, appeared, and after qualifying
in the mode prescribed by the constitution and form of government, and taking the oath to support
the constitution of the United States, took his seat in the house.
    On motion, Leave given to bring in a bill relating to the public roads in Queen-Anne's county,
ORDERED, That Mr. Thompson, Mr. Lowrey and Mr. Taney, be a committee to prepare and
bring in the same.
    On motion, Leave given to bring in a bill for establishing a public road, to extend from Easton,
of Talbot county, to some suitable landing on Choptank river, opposite to Cambridge.  ORDERED,
That Mr. Edmondson, Mr. Nabb, Mr. Taney, Mr. Goldsborough and Mr. S. Frazier, be a
committee to prepare and bring in the same.
    The clerk of the senate delivers the following message:

By the SENATE, November 18, 1799.
        GENTLEMEN,
    THE senate having a sufficient number of members to form a house, are ready to proceed to
the business of the session, and propose to go into the choice of governor immediately, and
have appointed David McMechen and William Hindman, Esquires, to join such gentlemen as
may be appointed by your house in the examination of the ballots.  Benjamin Ogle. Esquire, is
put in nomination by this house.

Which was read.
    The following message being prepared, was sent to the senate by the clerk.
By the HOUSE of DELEGATES, November 18, 1799.
        GENTLEMEN  OF THE SENATE,
    WE have received your message, and are ready to proceed in the election of a governor as
proposed by you.  We have appointed Mr. Matthew Tilghman and Mr. John Thomas to join 
the gentlemen named by you in the examination of the ballots.  No person is nominated by this
house in addition to the gentleman named by you.

    The following message being prepared, was sent to the senate by the clerk.
By the HOUSE of DELEGATES, November 18, 1799.
        GENTLEMEN OF THE SENATE,
    WE are desirous of appointing a council to the governor as early as the forms of business will
