12            VOTES and PROCEEDINGS, November, 1799.

    Mr. Hyland, from the committee, brings in delivers to the speaker the following report:
    THE committee to whom was referred the petition of George Twilly, senior, of Somerset
county, beg leave to report, that they the same into consideration, and are of opinion
that the prayer of the petitioner ought to be granted.
                                                    By order,                                        R. K.  WATTS, clk.
Which was read.
    On motion, Leave given to bring in a bill to authorise the sale of articles manufactured within
the state without a licence.  ORDERED, That Mr. Warfield, Mr. Swearingen and Mr. Turner,
be a committee to prepare and bring in the same.
    Mr. Pattison, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the peition of Philemon Brooke, of Dorchester county,
report, that they have taken the same into consideration, and are of opinion that the prayer
of the petitioner is reasonable, and ought to be granted.
                                                    By order,                                        L.  GASSAWAY, clk.
Which was read.
    Mr. Keene, from the committee, brings in and delivers to the speaker the following report:
    THE committee, to whom was referred the petition of Esther Kenner, of Dorchester county,
beg leave to report, that they have examined the facts set forth in said petition, and are of
opinion that the prayer thereof is reasonable, and ought to be granted.

Which was read.
    Mr. J. Thomas, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of New-Market, in
Frederick county, report, that they have had the same under their serious consideration, and are of
opinion that the object prayed for is reasonable and just, and therefore ought to be complied with.

Which was read.
    On motion, Leave given to bring in a bill to prevent gaming in the state.  ORDERED, That
Mr. J. Thomas, Mr. Brome, Mr. C. Frazier, Mr. Greenwell and Mr. Brown, be a committee
to prepare and bring in the same.
    On motion, Leave given to bring in a supplement to the act, entitled, An act relating to the
public roads in Somerset county.  ORDERED, That Mr. Cottman, Mr. Wilkins and Mr. Hyland,
be a committee to prepare and bring in the same.
    A petition from Ruth Glaze, of Montgomery county, praying the levy court of said county
may be empowered to levy a sum of money on said county for her support, was preferred, read, 
and referred to Mr. Swearingen, Mr. Turner and Mr. Riley, to consider and report thereon.
    Mr. J. Thomas, from the committee, brings in and delivers to the speaker a bill, entitled, An
act to alter that part of the constitution and form of government which requires property as a
qualification in voters; which was read the first time and ordered to lie on the table.
    ORDERED, That the same have a second reading on Friday the 22d instant.
    Mr. Turner, from the committee, brings in and delivers to the speaker the following report:    
    THE committee to whom was referred the petition of Ruth Glaze, of Montgomery county,
report, that they have taken the same into consideration, and find the facts therein stated to be 
true, and recommend that a law may pass, authorising the levy court of montgomery county to
assess and levy annually on the assessable property in the said county a sum not exceeding forty
dollars for the support and maintenance of the said Ruth Glaze.
                                                    By order,                                        J. F.  HARRIS, clk.
Which was read.
    The speaker laid before the house a report of the trustees of Frederick academy, with an account
of expenditures.  ORDERED, That Mr. Duckett, Mr. Turner and Mr. Key, be a committee
to consider and report thereon.
    Mr. Goldsborough, from the committee, brings in and delivers to the speaker a bill, entitled,
An act to settle and pay the civil list, and other expences of civil government; which was read
the first time and ordered to lie on the table.

The house adjourns till to-morrow morning 9 o'clock.

T    H    U    R    S    D    A    Y,    November 14, 1799.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    A petition from William Dent Beall, of Montgomery county, praying an act of insolvency,
was preferred, read, and referred to Mr. turner, Mr. Hyland and Mr. Taney, to consider and
report thereon.
    On motion, Leave given to bring in a bill to empower the levy court of Dorchester county to
appoint a constable for the town of Cambridge.  ORDERED, That Mr. Goldsborough, Mr. Pattison
and Mr. S. Frazier, be a committee to prepare and bring in the same.
    The report on the petition of Philemon Brooke was read the second time, concurred with,
and leave given to bring in a bill pursuant thereto.  ORDERED, that the committee appointed
on the said petition prepare and bring in the same.
    Mr. McPherson, from the committee of claims, brings in and delivers to the speaker the following
