for appoint-
ment to
scholarship.

make an appointment to such scholarship, to cause to be
brought before them the youths who are offered as candidates
for appointment and to examine personally into their fitness,
moral and intellectual, taking care to select only such as
appear capable of learning effectually the branches to be
taught during the college course and to do credit to the insti-
tution. Such selection to be made as far as possible by com-
petitive examination from among those candidates whose par-
ents have not the means to pay for their education and main-
tenance at college.

SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 609.
AN ACT to encourage the development of Manufactures and
Manufacturing Industries in Hagerstown and in other parts,
of Washington County, and to provide for the exemption
of certain manufacturing establishments from municipal
and county taxation.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in order to encourage the growth and develop-
ment of manufacturing industries in Hagerstown and other
parts of Washington County, the County Commissioners of
said county are hereby authorized and empowered to exempt
from county taxation, for a term not exceeding five years,
manufacturing industries and establishments that shall be
located in said county within a period of two years from the
passage of this Act, and which shall employ regularly not less
than twenty-five hands; the said. County Commissioners to
determine what manufacturing industries and establishments
are within the meaning and purpose of this Act.

of Hagerstown be and they are hereby authorized and em-
powered by a general ordinance to provide for the exemption
from municipal taxation, for a term not exceeding five years,
such manufacturing industries or establishments as they may
deem proper and expedient, which shall be located in said
town within a period of two years from the passage of this
Act, and which shall employ regularly not less than twenty-
five hands; the said Mayor and Council to determine what
manufacturing industries and establishments are within the
meaning and purpose of this Act.
