SEC. 5. And be it enacted. That if the purposes contem-
plated by this Act should not demand an immediate sale of
all the bonds provided for by said Act, the said Governor,
Comptroller of the Treasury and Treasurer, or a majority of
them, may issue advertisements from time to time, in accord-
ance with the provisions of this Act, for such part or parts of
said loan as may from time to time be required.

SEC. 6. And be it enacted, That the sum of two thousand
dollars or so much thereof as may be necessary is hereby
appropriated for the payment of the expenses of engraving,
printing and other expenses connected with the issue of the
loan authorized by this Act, and for the payment of adver-
tising authorized by this Act, and of all incidental expenses
connected with the execution of the provisions of this Act.

SEC. 7. And be it further enacted, That the County Com-
missioners of this State and the Mayor and City Council of
Baltimore City are directed to levy the State taxes for the
year 1900 at fifteen-sixteenths of one cent on each one hun-
dred dollars, and for the year 1901 and annually thereafter,
twelve-sixteenths of one cent on each one hundred dollars, to
be collected according to law to meet the interest and to
create a sinking fund for the redemption of the "State Build-
ing and Improvement Loan," created under the provisions of
this Act.

SEC. 8. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 608.
AN ACT supplemental to Chapter two hundred and nine-
teen of the Acts of the General Assembly of Maryland of
eighteen hundred and fifty-six, entitled an Act for founding
a College at Chestertown.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the appointment of a scholarship in Washington
College, at Chestertown, Maryland, now by law vested in the
Orphans' Court of Caroline County, Maryland, shall be and
is hereby vested in the Board of School Commissioners of
said county, and not in said Orphans' Court.

SEC. 2. And be it enacted, That it shall be the duty of the
said Board of School Commissioners, whenever they shall
