81. Any person a party to the proceeding feeling himself
aggrieved by any decision or order of the County Commis-
sioners, or any taxpayer not a party to the proceeding, may
appeal to the Circuit Court for the county at any time within
:sixty days after the time of the making of such decision or
order, and upon such appeal being taken in writing, the Clerk
of the County Commissioners shall immediately transmit a
copy of the proceeding to said Circuit Court; and if upon an
appeal taken by a taxpayer not a party to the proceedings '
the appeal is not sustained, the appealing taxpayer shall pay
the costs of such appeal unless the Court shall otherwise
direct, and all appeals from decisions of the County Commis-
sioners shall be docketed against the party or petitioner in
whose favor the decision below was made.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 495.
AN ACT to repeal the forty-fourth section of Article 3 of the
Code of Public Local Laws of Maryland, title "Baltimore
County," sub-title "County Treasurer," and to re-enact
the same, with amendments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the forty -fourth section of Article 3 of the Code
of Public Local Laws of Maryland, title "Baltimore County,"
sub-title "County Treasurer," be and the same is hereby
repealed and re-enacted so as to read as follows:

44. He shall appoint such clerk as may be found necessary
to the proper discharge of the duties of his office, and he shall
be allowed for such clerk hire the sum of twenty-seven hun-
dred dollars per annum.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.
