change, break, alter or renew, at their pleasure.

mencements.

SEC. 10. And be it enacted, That for animating and encour-
aging the students of said school to laudable diligence, indus-
try and progress in the study of the law, the said trustees and
their successors, by a written mandate under their privy seal
and the hand of some one of their trustees, to be chosen
annually as their secretary, according to the by-laws to be
made for the purpose, shall have full power and authority to
direct the dean and professors to hold public commencements,
either on stated annual days or occasionally, as the future
ordinances of the said school shall direct, and at such com-
mencements to admit any of the students of the said school
whose attainments in the study of the law shall have deserved
it, and whose names shall be severally inserted in the man-
date, to any degree in laws, to which persons are usually

admitted in any other similar school in America; and as a
token of the admission to such a degree diplomas or certifi-
cates may be made out by the dean and professors, and signed
with their names, or with the names of as many of them as
can conveniently sign the same, which diplomas or certificates
shall be sealed with the public or great seal of the corporation
of school, and delivered to the graduates as honorable and
perpetual testimonials of such admission to such degree.

Construction
of charter, etc,

SEC. 11. And be it enacted, That this charter and act of in-
corporation, and every part thereof, shall be good and avail-
able in all things in the law, according to the true intent and
meaning thereof, and shall be construed, reputed and adjudged
in all cases most favorable to and for the best benefit and
behalf of the said trustees and their successors, so as most
effectually to answer the valuable end of this incorporation
and the general advancement and promotion of the study of
the law.

SEC. 12. And be it enacted, That this Act shall take effect

from the date of its passage.

lic Local Laws, titles, respectively, "Caroline County,"
"Dorchester County" and "Talbot County," sub-title
