ner of suits, complaints, pleas, causes, matters and demands
of whatsoever kind, nature or form they be and all and every
other matter and thing therein to do, in as full and effectual a
manner as any other person or persons, bodies politic or cor-
porate within this State or any of the United States of America
in like case may or can do.

SEC. 5. And be it enacted, That the said trustees and their
successors from time to time and at all times hereafter forever
shall have full power and authority to constitute and appoint
in such manner as they shall think best and most convenient
a dean of the said school and professors, with proper lecturers
and instructors for instructing the students in said school in
the various branches of the law.

SEC. 6. And be it enacted, The dean of said school, chosen
by the trustees as above, shall be a member of the board of
trustees by virtue of his office and shall act as president of said
board of trustees.

SEC. 7. And be it enacted, That the said trustees and their
successors shall meet at least once in every year in stated
annual meetings and at such other times as by their own by-
laws they may direct in order to examine the progress of stu-
dents in the study of law, to hear and determine all complaints
and appeals, and to decide all matters touching the discipline
of the school and the good and wholesome execution of their
by-laws, in all of which meetings a majority of the trustees
duly met shall constitute a quorum.

SEC. 8. And be it enacted, That a majority of the said
trustees for the time being, when duly assembled at any
yearh' or other meeting, upon due notice given to the whole
body, shall have full power and authority to make by-laws for
the government of the said school and of the said board of
trustees and for the instruction of the students and also by the
same by-laws to delegate to the dean and professors such
powers and authorities as they shall think best for the stand-
ing government of the said school and for the execution of
tthe ordinances and rules of the same, provided always that
they be not repugnant to the form of government or any laws
of this State.

SEC. 9. And be it enacted, That the said trustees and their
successors shall have full power and authority to make, have
and use one common and public seal, and likewise one privy
seal, with such devices and inscriptions as they shall think
proper, and to ascertain, fix or regulate the uses of both seals
