Disposition of
registration
books.
|
the preceding section, the officer of registration shall deliver
the said books to the clerk of the Council, having first entered
the initials of his name just below the last name registered by
him in each registration book under each alphabetical list of
names therein, and the clerk shall safely keep the same and
permit no person to have access thereto, save in his presence
until the morning of election, when the clerk shall
deliver the same to the judges of election, to be used as the
lists to be voted from and checked as the ballots are deposited.
When the registration books now in use shall become worn
out, dilapidated or unfit for use, the Mayor and Council shall
provide other books similar to those now in use, and the
names of the voters shall be transcribed therein, or new lists
made, or an entire new registration, as determined by an
order of the Council.

Council and
officers shall
make oath.
|
15. The Council and other officers of the corporation, before
they enter upon the duties of their respective offices, shall
take an oath that they will faithfully and diligently discharge
the duties of their office without fear, favor, partiality or
prejudice.

Power to pass
ordinances for
good
government
of the town.
|
18. The Council shall have power to pass all ordinances
necessary, (1) for the good government of the town; (2) to
prevent, remove and abate, or cause to be removed or abated,
all nuisances or obstructions in or upon the sidewalks, streets,
highways, lanes or alleys, drains or watercourses, or in or
upon any lot adjacent thereto, and to provide for imposing a
fine upon any person causing, creating or maintaining any
such nuisance or obstructions; (3) to open, close and widen
streets, lanes, roads and alleys within the limits of the town;.
(4) to remove or cause to be removed, or to render secure any
house or houses, building or other structures or objects that
may be dangerous to property, to health, or to the life or the
limbs of persons entering said house or building, or passing
along or over any of the highways of the town, or residing in
the neighborhood thereof; (5) to make reasonable regulations
in regard to buildings to be erected in said town; (6) to make
and establish grades upon the streets and highways of the
town; (7) to cause sidewalks along the public streets and

owners shall
pay cost of
grading,
paving, etc.

highways of the town to be graded, paved, repaired or made,
and curbs to be set at the cost and expense of the abutting
property, or the owner thereof, which cost and expense shall
be a lien upon the abutting property in favor of the Mayor
and Council until paid, and such lien may be enforced by
distraints and sale in the same manner as the collections of
corporation taxes is enforced, or the Mayor and Council may
