consumer if such consumer shall be in arrears for thirty days
on any account for light furnished by the said Board of Street
Commissioners; and the said Board of Street Commissioners
shall have power and authority to purchase all material,
lamps and supplies necessary to carry out the purposes of
this section, and supply the same to consumers subject to the
provisions of this section of this Act.

SEC- 6. And be it enacted, That all sums of money collected
from consumers as provided in the preceding section of this
Act shall be immediately paid over to the clerk, who shall
receipt for the same and enter it to the credit of a separate
account to be known as the lighting fund, and said clerk shall
forthwith pay over the moneys when received into the hands
of the tax collector, and the sum of money so received shall
constitute part of a separate fund to be kept by the tax col-
lector, and to be known as the lighting fund, and to be
applied to the payment of the costs and expenses incident to
carrying- out the provisions of this Act, and to and for no
other use and purpose. Said fund to be placed and drawn
out by said Board of Street Commissioners as directed by
Section one hundred and sixty-seven of Article 22 of the Code
of Public Local Laws, title "Washington County," sub-title
"Hagerstown," and the said Board of Street Commissioners
shall have power, in the event that they shall impose on the
clerk by virtue of the provisions of this Act any duties addi-
tional to those now performed by him, to allow out of the
funds at their disposal to said clerk as compensation therefor
an annual sum not exceeding one hundred and fifty dollars to
be paid to said clerk in addition to the salary now received
by him.

SEC. 7. And be it enacted, That the said Board of Street
. Commissioners shall also have control of the lighting of the
streets, lanes, alleys, squares, highways and public places of
the city of Hagerstown, and are empowered and authorized
to operate and maintain the plant provided by this Act, and
to provide fuel and material, employ engineers, linemen, col-
lectors, agents and other necessary labor, and to make all
needful provisions for carrying out the purposes of this Act,
and to make such repairs, changes or alterations as from
time to time they may deem proper and necessary; provided,
that the wages or compensation given to any employes shall
not be greater than that given to an employe performing
similar services in private enterprises of a similar nature, and
that such employe when appointed shall only be subject to
removal for cause other than political or religious affiliation
or belief.
