reasonable, award said contract to the lowest responsible bid-
der upon such bidder giving bond in such penalty as said
commission shall determine, conditioned for the faithful dis-
charge of the contract entered into, which bond shall be liable
at the suit of the County Commissioners of Anne Arundel
County.

SEC. 3. And be it enacted, That commission shall act with-
out pay, except that when the surface of the road is being
covered by said contractor with hard material to be placed
upon the same by said contractor, one of the said Commis-
sioners shall always be present, for which said Commissioner
shall receive a per diem of three dollars per day. No one
Commissioner shall be selected to be present to supervise said
work and to see that the material is placed upon the road
according to contract, but said Commissioners shall serve in
rotation, in order that the same Commissioners shall not
supervise the work two days in succession; and provided
further, that the said plans and specifications shall be approved
by the County Commissioners of Anne Arundel County before
said commission shall advertise for bids.

SEC. 4. And be it enacted, That the total cost of the
improvement of said road shall not exceed the sum of four
thousand dollars, to be paid in equal proportions by the First,
Second, Sixth, or Annapolis City, and Eighth Election Dis-
tricts of said county, to be levied by the County Commis-
sioners of said county upon the assessed property of said dis-
tricts; provided, that said commission may at any time reject
all bids for doing said work, if in their judgment the bid or
proposal is excessive or not satisfactory from any cause.

SEC. 5. And be it enacted, That said contractor shall be
paid by the County Commissioners of Anne Arundel County
upon the warrant of said commission the contract price for
completing said road, according to the terms of the contract,
but if the County Commissioners shall be of the opinion that
it would be burdensome to the tax payers of said districts to
pay the cost of improvement in one year, then they may issue
to said contractor county paper, bearing interest at 6 per
cent., and payable in equal portions one, two and three years
after date.

SEC. 6. And be it enacted, That any vacancy in said com-
mission from any cause shall be filled by the County Commis-
sioners of Anne Arundel County; provided, that the person
appointed shall be from the same districts as the Commis-
sioner, whose death or resignation has caused the vacancy.
