LAWS OF MARYLAND.

Public road
unfit for travel.

WHEREAS, The public Road leading from Camp Parole to
South River Bridge is unfit for general travel or heavy
hauling by reason of its sandy condition; and

Preamble.

WHEREAS, Said road is located in the Second Election Dis-
trict of Anne Arundel County, but is more traveled by citizens
of the First and Eighth Election Districts and leads to
Annapolis City, and it is believed that a good road would
greatly increase travel upon the same to the great advantage
of the business interests of said city; and

WHEREAS, It is not considered fair or reasonable to impose
all the burden of improving the same upon the taxpayers of
said Second Election District; therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That James P. Burch, of the First District, Joseph O.
Fowler, of the Second District, Samuel Brooke, of Annapolis
City, David R. Steele, of the Fifth District, and Dr. Mason
G. Elzey, of the Eighth District, be and they are hereby

appointed a commission for the purpose of having the public
road leading from Camp Parole to South River Bridge, (said
road to be improved, beginning at the point where it inter-
sects with the Camp Parole Road, and running from thence
to South River Bridge), rounded up, graded, drained, and
the surface of the same covered with shells, stone, slag or
other hard material.

a plan for

Shall advertise
for proposals.

SEC. 2. And be it enacted, That immediately upon the pas-
sage of this Act said commission shall as speedily as possible
procure and adopt a plan and specifications for the improve-
ment of said road, as set forth in Section one of this Act, and
as soon as said plan and specifications are determined upon
the said Commissioners shall invite sealed proposals, by adver-
tisement for one month in the newspapers published in Anne
Arundel County doing the county printing, and in one of the
daily papers of Baltimore City, for the rounding up, repair-
ing, draining, grading and covering of the surface of said
road with hard material, which proposal shall be sent in sealed
envelopes, in care of the Clerk of the County Commissioners
of Anne Arundel County; said proposals shall set forth the
amount of money for which the parties proposing will com-
plete in every respect the work upon said road will be com-
pleted, and the terms of payment of the same, and immedi-
ately after the opening of said proposals the said commission
shall publish the lowest bid in the newspapers published in
