291. The Board of County Road Commissioners shall have
exclusive charge of all bridges in Prince George's County,
and the building and repairs of the same when the cost thereof
exceeds two hundred dollars, all bridges shall be built or
repaired by contract, and the Board of County Road Commis-
sioners shall advertise in one or more newspapers, and if there
be no newspaper published in the county, then by such public
notice as it may deem most advisable, setting forth the place
where said bridge is to be built or repaired, with general

posals for building or repairing said bridge will be received
until a day named in the advertisement; provided, however,
that nothing herein shall apply to the building of bridges,

Proviso.

292. On the day named in such advertisement the proposals
shall be opened and the contract awarded to the lowest
responsible bidder, and the contractor shall be required to
enter into bond, with approved security, in double the
amount of the contract, conditioned for its faithful perform-
ance.

293. When a contractor shall notify the Board of County
Road Commissioners that the bridge is finished they shall
inspect the work, and if in their judgment it has been con-
structed according to the contract and specifications, they
shall take the same from the hands of the contractor and
open it for public travel, and then, and not before, the con-
tractor shall be entitled to receive the last instalment due
thereon.

Manner of
payment.

294. The Board of County Road Commissioners shall pro-
vide each election district with one road machine of an
approved pattern. The cost of these machines may by con-
tract be made payable one-half in the year nineteen hundred
and one-half in the year nineteen hundred and one.
