DUTIES OF THE BOARD OF COUNTY ROAD COMMISSIONERS.

284. The Board of County Road Commissioners shall meet
at the county seat for organization in the year 1900, as soon
after thejr appointment and qualifications as may be pratica-
ble, and in the year 1902 and every second year thereafter, on
the first Monday of February, or as soon thereafter as may be
practicable, and at such other times as may be necessary,
they shall organize by electing from among themselves a
president whose term shall be at the pleasure of said board
and until his successor may be chosen. Each Commissioner
shall receive per day for each day of his attendance at the
board or on road supervision designated by the board the sum
of five dollars; provided that the aggregate amount paid in

one year to Commissioners as per diem or any other compen-
sation shall not exceed an average of two hundred dollars for
each Commissioner.

Compensation.

285. The Board of County Road Commissioners shall be the
agents of the Board of County Commissioners for Prince
George's County for the purposes and with the powers and
privileges hereby granted and none other. They shall have
the general supervision and control of all public roads and
bridges and the building and repairs of the same; they shall
purchase and distribute the necessary implements, tools,
machinery and materials therefor and perform such other
duties as may be necessary to secure an efficient administra-
tion of the public road system, subject to the provisions of

this Article. Title to all public roads and bridges and all
material, machinery, tools and implements procured as above
shall be vested in the County Commissioners of Prince
George's County, and all contracts that the said Board of
County Commissioners may be authorized to make shall be in
its name as agent of the County Commissioners of Prince
George's County.

286. The County Commissioners of Prince George's County
shall annually, at their regular levy-laying term, levy upon
the assessable property of the county a tax of not less than
twenty cents on the hundred dollars, which shall be for the
repairs and reconstruction of the public roads and bridges in
said county; said amount of money shall be paid one-half on
or before the 15th day of July, and one-half on or before the
15th day of September of the year of their levy, to the order
of the Board of County Road Commissioners, and said tax shall
