shall adopt such by-laws, by a two -third vote of its members,
for the government of this association as they may deem for
the best interest of the same; provided said by-laws shall not
conflict with the terms of this charter or with the Constitution
or laws of the State of Maryland or the United States.

SEC. 6. And be it enacted, That this corporation hereby
formed, shall have power and is hereby authorized to issue
bonds, secured by mortgage upon its property, for the purpose
or purposes of improving its property so as to answer the pur-
poses of a public park, and to insure its greatest usefulness.

SEC. 7. And be it enacted, That the real estate described in
this charter of incorporation shall be held by said corporation
for the benefit of the citizens of the town of Elkton, Maryland,
and vicinity, to which they shall have free ingress, egress and
regress at all times upon compliance with the by-laws and
requirements adopted by the Board of Managers, and the said
corporation shall have no power to use it except as a public
park .

SEC. 8. And be it enacted, That within the limits of the real
estate herein described and hereafter to be known as "The
Eder Park," no intoxicating' liquors or alcoholic stimulants
of any kind shall be sold in any manner, and no gambling
devices of any kind shall be allowed within the same; and be
it further' enacted that the land and property mentioned and
described in this Act, shall be exempt from all municipal and
county taxes.
SEC. 9. And be it enacted, That this Act shall take effect
from and after the date of its passage.

CHAPTER 102.
AN ACT to repeal and re-enact with amendments, Section
two hundred and eighteen of Article 16 of the Code of Pub-
lic Local Laws, title "Montgomery County," sub-title
"Taxes," as amended by the Acts of 1892, Chapter four
hundred and eighteen, and to add eight sections to said
Article to follow immediately after Section two hundred and
nineteen, and to be known as Sections 220, 221, 222, 223,
224, 225, 226 and 227.
SECTION 1. Be it enacted by the General Assembly of Mary-
