indirectly, in any contract for any work done or to be done
for or on account of said town, or in which the said town is
or may be in any way concerned, in the purchase of any debt
due from said town, or claim upon the same for work done, or
to be done, by or under any orders or ordinances of the said
town, or to be engaged in any contract, directly or indirectly,
or concerned in any manner in doing work of any kind, or
furnishing of supplies or receiving any percentage on any
purchases or contracts made by the said Commissioners or by

herein, upon indictment and conviction in the Circuit Court
for Allegany County, shall be fined a sum not exceeding two
hundred dollars and the costs of prosecution, and stand com-
mitted to the sheriff of said county until said fine and costs
are paid, and be forthwith removed from office by an order of
the Circuit Court for said county.

SEC. 12. And be it enacted, That all officers elected or
appointed under this charter shall before they enter upon the
duties of their office take and subscribe to an oath to be
administered to them by some justice of the peace of Allegany
County, that they will diligently and faithfully and to the
best of their judgment discharge the duties of their office
without favor, partiality or prejudice; and said oath of office
shall be recorded in a neatly bound book, kept for that pur-
pose as one of the record books of said corporation.

SEC. 13. And be it enacted, That the Commissioners shall
have power to appoint annually, in the month of June, a
clerk, and assign his duties and fix his compensation; to
appoint annually a bailiff and such policemen and other officers
as they may deem necessary, who, when so appointed,
shall be and are hereby vested with the same powers and
authority as constables of said county now have under the

laws of this State; to pass by-laws, resolutions and ordinances;
to preserve the health of the town; to prevent and remove
nuisances and to prevent the introduction of contagious
diseases within the limits of said town, for preserving order,
securing property and persons from violence, danger or
destruction, and for insuring the good government of the
town; and to impose fines and penalties for the violation of
any by-laws, resolutions or ordinances; to open and close
streets, roads, lanes and alleys and establish footways; and for
these purposes the said Commissioners may appoint three per-
sons as examiners who shall be freeholders in said town,
not interested in holding any lands through which any
