JOHN WALTER SMITH, ESQ., GOVERNOR.

CHAPTER 647.
AN ACT to authorize and empower the County Commis-
sioners of Carroll County to adjust and settle the accounts
of William W. Smelser, late collector of county taxes of
Carroll County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Carroll County be
and they are hereby authorized and empowered to adjust and
settle the accounts of William W. Smelzer, late collector of
county taxes in the Eleventh Election District in said county
for the years 1896 and 1897, and if in their discretion they
deem it just and proper so to do, they are authorized to
release the said William W. Smelzer and the several securities
on his bond or bonds as said collector from any and all claim
or claims for taxes due said county and interest thereon,
which the said county has against him or them as collector
and bondsmen as aforesaid.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

Approved April 10, 1900.

CHAPTER 648.
AN ACT to incorporate the Baltimore County and City Rail-
way, Electric Light and Improvement Company.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Richard P. Choate, John S. Waters, James S.
Russell, John A. Miller, Howard M. Towles, Ambrose C.
Dunn, Ferdinand Bernheimer and Wm. C. Connors and their
associates, successors and assigns, are hereby created a body
corporate under the name of the Baltimore County and City
Railway Electric Light and Improvement Company, with
power to sue and be sued, to plead and be impleaded, to have
and use a common or corporate seal and to alter and change the
same at its pleasure, to make, ordain and pass by-laws, rules
and regulations for conducting the affairs of the corporation,
and in general to have, exercise and enjoy all such other cor-
porate powers, rights and privileges as may be proper and
necessary to effectuate the purposes of this Act.

SEC. 2. And be it enacted. That the company hereby incor-
porated is hereby authorized and empowered to make, con-
struct, lay down, operate and maintain a single or double
track electric suburban and city railway, with the necessary
and proper sidings, switches and turn-outs, and any and all
