Mr. Applegarth moved to substitute the bill for the unfavorable report-. Pending further consideration of which, On motion of Mr. Crothers, Said report and motion to substitute were' made the Special Order of the Day for Wednesday, March 21st, at 8.50 P. M. Also, favorably, House bill entitled ‘An Act to appropriate a sum of money to meet the deficiencies in the appropriations of certain contingent funds for the fiscal year nineteen hun- dred." Which was read the second time. Also, favorably, House bill entitled "An Act to appropriate to Dr. J. Fussell Martenet, State Vaccine Agent, a sum of money expended for the needs of his office in excess of the ap- propriation for that department." Which was read the second time. Also, favorably, House bill entitled "An Act to refund to John J. Soone and 28 other citizens of Kent county and State of Mary- land, the sum of $5 each, paid to the State of Maryland in error, as decided by the Circuit Court for Kent county, Maryland, as a tax under chapter 441 of the Acts of 1896, as per license certificate hereto attached." Which was read the second time. Also, favorably, House bill entitled "An Act to refund to Henry B. Cooper and Francis H. Cooper, executor of Ed. H.
