which is situated at Sykesville, Maryland, and occupying
a beautiful site, which no doubt will add very much to
the improvement and comfort of the unfortunate inmates
committed to their care. The buildings which are now
in course of construction will be the finest in the country,
and are anxious to have them completed as soon as pos-
sible, for this purpose they ask your Honorable Body
for an appropriation of $157,000, and which your com-
mittee considers necessary to appropriate.


Spring Grove Asylum.
In visiting this institution, we found the greatest care
taken for the treatment of the insane patients by the
doctors in charge, and we would deem it good policy to
grant the appropriation asked for, to enable them to pur-
chase the adjoining grounds on which they have an op-
tion until April 15th, as by doing so they will be able to
raise enough vegetables that will be required for the use
of the institution as well as being enabled to give em-
ployment to some of the inmates, which they consider
will he of great benefit to them.


House of Gorrection.
We also visited the House of Correction at Jessups,
and deem it necessary to continue the appropriation ask-
ed for.
We notice that the improvements for which the appro-
priation was received in 1898 has been completed.
The management of the institution is unsurpassed in
every respect.


The Maryland Penitentiary.
Your committee next visited this institution, which we
consider without fear of contradiction the model peni-
tentiary of the country.
We find that the inmates are all employed so far as
the room will permit, as the workshop now are over-
crowded, and we consider it very necessary to aid them
in enlarging the work rooms, so that they will be enabled
to employ the 150 inmates who remain idle on account of
space needed for this purpose.
