perfect cleanliness and good order. The sisters in charge
devote their lives to the work of taking in and caring for
those little colored babes who are very often picked up
on the street abandoned by their heartless parents and
carried by the policemen to those ladies to take them in
and bring them back to life. There are no salaries paid
here for services rendered those children, and the $2,000
which they ask is for the maintenance of those little ones
who are taught to become good and useful servants. We
particularly recommend this appropriation asked for.


St. Vincent's Orphan Asylum.
This institution was next visited by the committee
we found 85 orphan boys clothed, fed and educated for
more than 60 years without ever having to call on the
State or city for aid. But for the past 20 years the peo-
pie who contributed to this asylum having moved to
other parts of the city on account of the change taken
place in this neighborhood, is compelled to ask your
Honorable Body for an appropriation of $2,500 to keep
these little ones from becoming a burden on the city and
State, and make them good and useful members of
society.


Female House of Refuge.
The committee visited the Female House of Refuge in
the city of Baltimore.
The appropriation asked for is $5,000 to build-.
ings, and $16,000 to complete new buildings which
is now in course of construction and which we consider
necessary for the classification of the inmates.
Too much cannot be said of the splendid management
of the Superintendent of this institution, who by great
care and consideration tries to lead those girls to a better
and purer life.

House of Refuge for Boys.
Your committee next visited this instiution for boys
and find the same in good sanitary condition, but the
floors in some of the buildings is in very bad condition,
and the appropriation asked for is needed very much for
putting in new floors, &c. The aim and purpose of this
