1900.] OF THE SENATE. 693 AMENDMENTS PROPOSED. Amend section 25 by striking out in line 2 all after the word. "all” to the word "aid” inclusive, in line 3, and add after the word "official," in line 5. the words "and if in his judgment he may deem proper all institutions, public or private, receiving State aid." Amend section 26 by adding to the end thereof, after the word "help," the words "this bill shall not be retrac- tive in its provisions and shall not be applicable to any accounts prior to the end of the last fiscal year next pre_ ceeding the passage of this Act." The Senate concurred severally in the proposed amend- ments, and The bill, as amended, was passed by yeas and nays as follows: AFFIRMATIVE. Messrs.
