Pending further consideration of which, Being on its third reading, On motion of Mr. Wilkinson, Said bill was made the Special Order of the Day for Tuesday, March 13th, at 1.15 P. M. Senate bill No. 87, entitled "An Act to appropriate a sum of money to pay the ‘Frostburg Forum' and other newspapers for publishing the Constitutional Amend- ment and Governor's Proclamation." Was read the third time and passed by yeas and nays as follows: AFFIRMATIVE. Messrs.
