operated by time said teachers and officers under the di-
rection and supervision of said State Board of Educa-
tion.

"Sec. 3. And he it enacted, That time purpose of said
school shall be the fostering of habits of industry and
thrift among colored youths, and the inculcation of prin-
ciples of honesty and morality, and for that purpose care
shall be taken to instruct them in all manner of useful
trades, handiwork and farmwork, and also to prepare for
teaching in time colored schools of this State those who may
show an aptitude therefor,and the State Board of Education
is hereby authorized and directed to make or approve regu-
lations for time management of said school, and for admis-
sions thereto, amid in framing rules for admissions they
shall endeavor to provide a fair allotment amongst the
colored population of this State.

"Sec. 4. And be it enacted, that upon time completion
of the buildings and equipment for said school, and its
being opened for work time Governor may, if he deems
best, appoint a board of visitors for said school, not ex-
ceeding five, to serve without pay, whose duty it shall be
to visit time said school from time to time as it may deem
best, and submit any recommendation with reference
thereto to time said Board of Education.

"Sec. 5. And be it enacted, that the sum of five thou-
sand dollars per annum is hereby appropriated out of any
moneys in the treasury not otherwise appropriated for
the maintenance and operation of said school, and the
comptroller shall draw his warrant for said sum on time
treasurer annually, in favor of the State Board of Edu-
cation."
