Also unfavorably,
Senate bill No. 23, entitled "An Act to establish a State
Normal and Industrial School forthe education of Colored
Youth, and to appropriate a sum of money therefor."

On motion of Mr. Williams, of Harford,
Said bill was substituted for the unfavorable report.

Amendment proposed by Mr. Williams, of Harford:
AMENDMENT PROPOSED.

Strike out all of said bill after time word "Maryland”
in line 1 of printed bill, and insert in lieu thereof the
following, that is to say:

"The State Board of Education, with approval of the
Board of Public Works, shall as soon as practicable after
the passage of this Act, purchase, in some locality in this
State easily accessible by rail and water and well
adapted for the purpose herein declared, real estate suit-
able for a State Normal and Industrial School for the
education of colored youth, and time sum of twenty
thousand dollars is hereby appropriated out of any monies
in the State Treasury not otherwise appropriated for the
purpose of purehasiiig the said real estate as aforesaid
and establishing and equipping the said school as here-
inafter provided, and upon the purchase of said real
estate and the approval of the title thereto by the Attor-
ney-General the same shall be conveyed to the State of
Maryland to be held for the purposes of this Act, and
upon being satisfied that the provisions of this section
have been complied with, the Comptroller shall draw his
‘warrant upon the Treasurer for said sum in favor of the
State Board of Education.

"Sec. 2. And be. it enacted, That upon the purchase
and conveyance aforesaid, the State Board of Education
shall proceed to fit up and prepare the said real estate
for the purpose of a Normal and Industrial School as
aforesaid, either by the improvement of time existing
buildings or time erection of new ones, and also by pro-
viding the necessary tools, machinary and equipment,
and when time said property is so prepared then time said
State Board of Education shall appoint the officers and
teachers of said school and fix their duties and compen-
sation and thereafter the said. school shall be run and
