The Governor shall, by and with the advice and con-
sent of the Senate, at each biennial session of the Gen-
eral Assembly hereafter, appoint one person from each
county of this State, except the counties of Baltimore,
Carroll, Frederick and Washington, and for each of said
excepted counties, two persons to be members of the
Board of County School Commissioners of their respec-
tive counties, and to succeed the members of said respec-
tive boards whose terms expire on the first day of May,
following such appointments; and in all cases of vacan-
cies in said boards, however caused, the Governor shall
fill such vacancies by appointments, to hold for the re-
mainder of the term of the appointee's predecessors, sub-
ject to confirmation by the Senate at its next session, and
in such appointments, the Governor shall always so pro-
vide that one-third of the persons composing said respec-
tive boards, shall, at the time of their respective ap-
pointments, belong to, or represent the dominant politi-
tical party other than to which the Governor himself
belongs.
