and insert in lieu thereof the following; "the qualified
voters of the several counties shall on the Tuesday next,
after the first Monday, in the month of November, 1901,
elect a board of County School Commissioners for each
county in the State, to be composed in the counties of
Baltimore, Carroll Frederick and Washington, of six
persons, and in each of the other counties of three (3)
persons."
