Senate bill, No. 18, entitled "An Act to repeal and re-
enact with amendments, sections 1 and 2, of Article 59,
of the Code of Public General Laws, title ‘Lunatics and
Insane,' sub-title ‘Lunatics or In sane Paupers.'"

The Senate reconsidered the adoption of the unfavora-
bly report, and
Said bill was recommitted to the Committee on Judi-
cial Proceedings.
REPORT OF SELECT COMMITTEES.
Mr. Crothers, from Select Committee, reported favor-
ably with proposed amendments,
A bill entitled "An Act to repeal section 119, of Arti-
cle 8, of the Code of Public Local Laws, title ‘Cecil
County,' sub-title ‘County Treasurer,' and to re-enact the
same with amendments."
AMENDMENTS PROPOSED.
At the end of section 119, add the following:
120. It shall be the duty of the treasurer each year as
soon as the annual levy is made to give public notice there-
of by advertisement in not less than two newspapers pub-
lished in said county; and said levy shall be due and pay-
able on the 1st day of September, of the year in which it
is made; but there shall be allowed on all taxes paid before
the 1st day of September a discount of three per cent., and
before the 1st day of October, a discount of two per cent.,
and before the 1st day of November, a discount of one per
