176 JOURNAL OF PROCEEDINGS [Jan. 3 Which was read the first time, and referred to Senators Beasman, Peter and Williams, of Anne Arundel. Also, House bill entitled "An Act to repeal section 423, of Article 11, of the Code of Public Local Laws of Fred- erick county, sub-title ‘Roads.' Endorsed: "Read the third time and passed by yeav and nays." Which was read the first time, and referred to Senators Rohrback, Betts and Dick. ORDER OF THE DAY. The hour of 1 P. M., having arrived, The Senate considered the Order of the Day, being Senate bill No. 9, entitled "An Act to repeal chapter 407, of the Acts of the General Assembly of Maryland of 1398, eentitled ‘An Act to add an additional section to Article 38, of the Code of Public General Laws, entitled ‘Fines and Forfeitures,' to follow section 3, to be known as Section 4,' with proposed amendments. AMENDMENT PROPOSED. "Provided the provisions of the Act shall not apply to Washington, Allegany, Garrett, Harford, Charles, Calvert, Kent, Baltimore, St. Mary's, Dorchester, Prince George's, Carroll, Somerset, Wicomico, Frederick, Worcester and Howard counties." Which amendment was adopted, and The bill read the second time, and ordered to be en- grossed for a third reading. The Secretary of the State delivered a message from the Executive.
