ment, as we hold that it is the right of all men to be free
and the duty of each distinct community of people to
govern themselves as wisely and religiously as the people
know, and can continually learn how.
Resolved, That we thank and honor the fearless sailors'
and brave soldiers who have so heroically and faithfully
obeyed the orders of our Rulers, as "It was not theirs to
reason why, but to do and die," which we realize with
pride they have done to the prestige of the county, and
the great glory of American manhood.
Resolved, That we especially extend our high appre-
ciation of meritorious services to that gallant son of this
State, Rear-Admiral Winfield Scott Schley, and make
known to him the plaudits and gratitude of the
people of his native State for the invaluable services
he has rendered to the United States, and re3ognize that
in so serving his country he has honored the State of
Maryland and added new lustre to our glorious record
among the sisterhood of States; and that his magnani-
mous words, "there is glory enough for all," ere the
smoke of battle had cleared away, and in the face of
those who were wilfully detracting from his achieve-,
ments, are immortal. and will forever be a halo around
the brilliancy of his fame, and a crushing response to all
who seek to belittle the grandeur of the victory he
achieved; and the silences of those in authority cannot
prevent an intelligent and grateful people from now and
forever recognizing him as the invincible commander and
illustrious hero of Santiago.
Resolved, That the General Assembly of Maryland
award to him some suitable testimonial ia the name of
this State, with the inscription: "To the Victor of the
Naval Engagement at Santiago, July 3, 1898, Rear-Ad-
miral, Winfield Scott Schley, from the State of Mary-
Iand”—”There is glory enough for all."
Which was read the first time, and referred to the
Committee on Federal Relations.
