remember with gratitude and pride the valor, skill and
patriotism of our sailors and soldiers.
Resolved, That whilst war is being waged, it is the
duty of the people of this State to stand loyally by those
in authority, nevertheless it is the inalienable right of a.
free and intelligent people to make a change of their
rulers whenever, in their opinion, the course being pur-
sued is contrary to humanity and tends to the subversion
of the fundamental piinciples upon which our govern-
ment is based.
Resolved, That the sympathies of Marylanders go out
to the oppressed and subject peoples of the earth, and
we most earnestly bespeak for them the same right and
privilege to govern themselves as we enjoy ourselves
and boast of as an inalienable right inherent in all man-
kind.
Resolved, That all governments are, or should be,
based upon the consent of the governed and that we are
unalterably opposed to any expansion that precludes
equality of rights and privileges to all persons over
*hom the glorious, and ever to be kept glorious, emblem
of Liberty shall float and that our flag shall never be-
come the emblem of oppression, and that an equality of
rights and privileges for an inferior race with a superior
race does not promote civilization but brings discord and
deterioration to the whole body politic.
Resolved. That those who believe in Republicanism
should not practice Imperialism, and that a Country
partly a republic and partly an Empire, must sooner or
later lose its liberty; and that we still revere our anti-
Colonial rebel forefathers of 1776.
Resolved, That the righteous and chivalrous example
of an invincible people, too strong to fear, too proud to
do wrong and too God fearing to oppress for selfish ag-
grandizement. will do far more to ameliorate the con-
ditions of and elevate humanity than the tramp of
armies and the roar of cannon, than bloodshed and
pillage.
Resolved, That trade advantages do not justify blood-
shed and pillage of even an offending people who wish to
govern themselves, and that we favor the liberation of
the Fillipinos as soon as they shall form a stable govern-
