Mr. Crothers moved that the Senate reconsider its
action by which the unfavorable report by the Commit-
tee on Finance on
House bill entitled "An Act to appropriate a certain
sum to the House of Refuge," for the purpose of re-
modeling the plumbing and closets of the buildings, and
for increasing the water supply and for other necessary
