Article of the Constitution of Maryland, and the further
oath or affirmation that in the nomination to the Board
of Police Commissioners for Baltimrre city of any person
for appointment as police officer, officer of police or detec-
tive, or for the promotion of any police officer, officer of
police or detective they will, in no case and under no
pretext, make such nomination for or account of the re-
ligious or political opinions or affiliations of the person
nominated by him or them, or for any other cause or
reason than the fitness of such person, in the best judg-
ment of said Board of Police Examiners for the place to
which he shall be nominated; and said oath or affirrna-
tion shall be recorded and preserved among the records
of said Court.
745 B. "The said Board of Police Examiners may elect
one of its members to be president, and may employ a
secretary, who shall hold office during the pleasure of
the board. The secretary shall receive a salary of
$1,200 per annum, payable monthly, and his duties shall
be such as may be prescribed from time to time by said
Board of Police Examiners
745 C. "It shall be the duty of the Mayor and City
Bouncil of Baltimore to cause suitable rooms and accom-
modations to be assigned or provided, and to be furnished,
heated and lighted, in the city of Baltimore, for carrying
on the work and examinations of the said Board of Police
Examiners, and the said board may order the necessary
stationery, postage stamps, official seal, and other articles
to be supplied, and the necessary printing to be done for
its official use."
745 D. "It shall he the duty of the said Board of Police
Examiners, and they are hereby authorized and empow-
ered to prescribe, amend and enforce definite and uni-
form rules and regulations for carrying this Act into ef-
fect, which rules and regulations, when adopted and pro-
mulgated, shall have the effect of law ; and to ascertain
the qualifications, by competitive examination, of every
candidate to, or promotion in, the police force created
and organized under existing law for the city of Balti-
more, except the Marshal of Police and Captain of Detec-
tives, and to report to the Board of Police Commissioners
for the city of Baltimore graded lists of those persons
whom they may deem qualified for such appointment or
