promotion, from which graded lists all nominations for
appointment to or promotions in said police force shall,
hereafter, be made by said Board of Police Commis-
sioners, for the city of Baltimore. All such nominations
for appointment to or promotions in said police
force shall be made in the. order in which the names of
the nominees appear upon said graded lists. In the
preparation of said graded lists the said Board of Police
Examiners shall ascertain, by open competitive examin-
ations, the relative qualifications of the respective candi-
dates for appointment or promotion, and shall place the
names of the accepted candidates upon the graded lists
in the order of their relative qualifications, so ascertained
by such competitive examinations. The examination
shall be public and practical in character, and shall relate
to those matters which shall fairly test the relative
capacity and litness of the persons to discharge the duties
of the position, in the said police force, to which they
desire appointment, or in which they seek promotion, in-
cluding their past record on the force. Said graded lists
shall always be open to the inspection of the public."
745 E. "Intending competitors for appointment to said
police force, or for promotion therein, shall file in the
office of said Board of Police Examiners, a reasonable
length of time before the date of any examination, a for-
mal application in which the applicant shall state under
oath;"
1. His full name and residence.
2. His age, place and date of birth.
3. His health and physical capacity for the position to
which he aspires.
4. If an applicant for appointment, his business or em-
ployment and residence for at least the previous three
years.
5. Such other information as may reasonably be re-
quired touching the applicant's merit and fitness for ser-
vice on or promotion in the said police force.
"Blank forms for such applications shall be furnished
by the said Board of Police Examiners without charge to
all persons repuesting the same. The applicant shall file
with the said Board of Police Examiners, in connection
with his application, such certificates of citizens, physi
