AMENDMENT PROPOSED BY COMMITTEE.
Strike out all after the words "A bill," and insert "en-
titled an Act to add certain new sections to Article 4, of
the Code of Public Local Laws, title ‘City of Baltimore,'
sub-title ‘Police Commissioners,' providing for the crea-
tion of a Board of Police Examiners for the city of Bal-
timore, defining and prescribing the duties thereof, and
regulating appointments to, promotions, reductions in
rank, transfers in and removal from the police force of
said city, said sections to follow section 745, and to be
designated as ‘Sections 745 A, 745 B, 745 C, 745 D, 745
E and 745 F."
"Section 1. Be it enacted by the General Assembly of
Maryland, That certain new sections be and the same are
hereby added to Article 4, of the Code of Public Local
Laws, title ‘City of Baltimore,' sub-title ‘Policy Commis-
sioners,' to follow section 745, to be numbered respec-
tively sections 745 A, 745 B, 745 C, 745 D, 745 E and 745
F, and to read as follows:
POLICE EXAMINERS,"
"745 A. There shall be appointed by the Governor, by
and with the advice and consent of the Senate, three so-
ber and discreet persons who shall have been residents
of the city of Baltimore for three consecutive years next
preceding the day of their appointment, who shall be
known as ‘The Board of Police Examiners for the city of
Baltimore,' Two of said examiners shall be adherents of
the two leading political parties of the State, one of each
of said parties. Each of said examiners shall be subject
to removal by the Governor for official misconduct or in-
competency, in the manner provided by law in the case
of other civil officers. Each of said examiners shall he
appointed for two years, and they shall severally hold
office until their respective successors are appointed and
qualified. Each of said examiners shall receive a salary
of three hundred dollars per annum, payable monthly.
None of said examiners shall be eligible to an elective or
appointive office except under the militia laws of the
State. Before entering upon the duties of his office each
member of the said Board of Police Examiners shall take
and subscribe before the Judge of the Superior Court of
the city of Baltimore, or the Clerk thereof, the oath or
affirmation prescribed by the sixth section of the first
