1900.] OF THE SENATE. 113 ex-officio, be president of the Board of Police Commis- sioners; he shall, however, only have a vote when there is a tie vote between the two Police Commissioners, and in no instance shall he vote upon any appointment of any per- son on the force or upon the promotion of any person in the police force to any higher position therein. All votes on appointments into the police force, and of promotions, reductions in rank therein, and dismissals of officers, therefrom, and all votes awarding contracts for the ex- penditure of any money shall be by an aye and nay vote, which vote shall he plainly recorded in the minute book of the Board of Police Commissioners, showing how each, member of the board—including the Mayor in those cases in which he is entitled to vote—has voted on each of said questions. This minute book shall at all times be open under reasonable regulations to the inspection of the public. The Governor shall designate one of the Police Cotnmissioners to be Treasurer of' the Board of Police Commissioners. In case of the death, resignation, removal or disqualification of any commissioner, the Governor shall appoint a successor for the remainder of the term so vacated, subject to the provisions of the foregoing section and of the Constitution of the State. Sec. 2. And be it further enacted, That this Act shall take effect from the date of its passage. Pending consideration of which On motion of Mr. Dick, Said bill, with proposed amendments, Was made the special Order of the Day for Thursday, January 25th, at 12.30 P. M. Mr. Bouic, from the Committee on Judicial Proceed- ings, reported favorably, with amendment, Senate bill No. 8, entitled "An Act to provide for the crea- tion of a Board of Police Examiners for Baltimore city, to define and prescribe the duties thereof, and to regulate ap- pointments to, promotions, reductions in ranks and trans- fers in and removals from the police force of said city, and to repeal all Acts and parts of Acts inconsistent with this Act; said provisions to be a part of Article 4, Public Local Laws, sub-title ‘Police Commissioners,' and to be numbered sections 745 A, 745 B, 745 C, 745 D, 745 E and 745 F." 8 |
