1900. ] OF THE HOUSE OF DELEGATES. 56V

The two grades of education are entirely distinct, and
no student should seek a university education until he
has completed his collegiate course.

The relations of St. John's College to Johns Hopkins
University are of an extremely friendly character, and by
special agreement entered into by the two institutions,
students can pass from one to the other under most fav-
orable conditions.

New Building.

The General Assembly of 1898 appropriated the sum
of $15, 000 for a new building, which had been unani-
mously recommended by a Joint Committee of that body
in 1894. and again in 1896, in order to provide much
needed accommodation for a library and reading room,
three scientific laboratories, arid an armory.

This building has been erected and is situated at the
southeast side of the front campus.

It is in harmony with the other buildings and presents
a tasteful appearance to the eye.

The interior of the building has been well planned to
afford all the accommodation required by the college, and
recommended by the Joint Committee of the General
Assembly.

The benefit to the institution and students has been
great, and the advantages derived from this special grant
are highly appreciated.

(For details of the expenditure see Exhibit A, Treasur-
er's report, herewith attached).

Finally, on behalf of the Visitors and Governors, and
Faculty of the college, I would respectfully invite the
members of your Honorable Body to visit the college and
inspect its buildings and grounds, examine its working
and satisfy yourselves of the wisdom and policy of mak-
ing the above mentioned appropriations.

I am very respectfully yours,

THOMAS FELL,
President of St. John's College.
