their board, education, books and other expenses while
at college, and if the institution had the means to render
the aid asked for, a great benefit could be conferred upon
a large number of worthy young men. Reference to
the large institutions of. Yale, Harvard, Princeton and
Chicago would conclusively show that the majority of
students in these institutions are thus aided from college
funds.

Such scholarships are eagerly sought after and no dif-
ficulty whatever is experienced in obtaining suitable in-
cumbents, who, as a rule, steadily pursue their college
course until graduation.

In some instances there have been as many as ten to
twenty competitors for one vacant scholarship at St.
John's College, and there is no doubt that the advant-
ages of higher education are eagerly sought after by the
people of the State

I therefore recommend that an amount of $7, 000 be
annually appropriated for the creation of fifty-two (52)
partial scholarships, which shall provide free tuition, and
may be enlarged to furnish some additional contributions
towards board and other expenses, according to the judg-
ment and discretion of the Board of Visitors and Gov-
ernors of the college.

Of these scholarships, twenty-six (26) are to be as-
signed, by and with the advice and consent of each State
Senator in their respective districts, to be tenable for
four years, and twenty-six (26) in addition to the above
by and with the advice and consent of each delegation
of the lower houses in their respective districts, to be
tenable for two years only.

It is to be hoped that the present General Assembly
will see the wisdom of adopting the above recommenda-
tion.

It is plainly an error to force Marylanders to send
their sons to colleges in other States, from the want of
a sure and permanent support for the leading college in
the State.

It would also be an error to confound university with
collegiate education, and to argue that the establishment
of Johns Hopkins University should render unnecessary
the support of a college by the State
