House bill entitled "An Act to repeal section 4, of
chapter 24 of the Acts of the General Assembly of Mary-
land, passed at the session of 1898, providing for the
payment of the floating debt of the town of Oakland, the
improvement of the streets of said town, and the pur-
chasing and operating of an electric light plant therein,
and to re-enact the same with amendments. "
