3. Owing to the haste of a majority of the committee,
I regret exceedingly not having sufficient time to express
my views more fully herein, I would respectfully recom-
mend the adoption by the House of Delegates of the fol-
lowing resolution:

That we, as members of the House of Delegates, in
session assembled, have no legal right to order the ballot-
boxes of Prince George's county, to be brought before
your Committee on Elections, until further proofs are
established that mistakes in the counts or fraud exist.
