The Secretary of the Senate appeared and delivered
the following message:

BY THE SENATE,

January 30th, 1900.
Gentlemen of the House of Delegates:

We have received your message, proposing the ap-
pointment of a Joint Select Committee of five, three on
the part of the House, and two on the part of the Senate,
to investigate and report to the General Assembly upon
the affairs of St. John's College, Annapolis, in accordance
with Resolution No. 41, of the General Assembly of 1832,
and we concur therein.

We have appointed on the part of the Senate, Messrs,
Crothers and Dick.

BILLS—SECOND READING.

House bill entitled "An Act to appropriate the sum of
$1, 573. 07 out of the public school funds of the State, to
reimburse Garrett county for an instalment of the State
school tax withheld from said county in the year 1899,
and also to authorize and direct the Comptroller to appor-
tion to said county the instalment known as the 'March
Instalment" of the State school tax for the year 1900, "
said instalment being the apportionment made to said
Garrett county on the 15th day of March in each year.

Which was read a second time, and ordered to be en-
grossed for a third reading.
