of Elections, and the other shall be addressed to that
party authority authorized by the rules, regulations, cus-
toms or usages of the party holding the primary election
to receive the returns of the primary election.

"The tally sheets shall be in like manner, as is directed
in said section 68, sealed up in separate envelopes,
and each judge and each clerk shall write his name across
the flap of said envelope, and the primary election in-
spector shall also write his name across the flap of said
envelope, and one of the envelopes containing said tallies
shall be addressed to the Board of Supervisors, of Elec-
tions and delivered to the primary election inspector,
and another shall be addressed to the party authority
authorized by the rules, regulations, usages or customs
of the party holding primary elections to receive the
primary election returns.

"All the tickets which have been cast and counted
shall be securely wrapped in a bundle, which bundle
shall be sealed up with sealing wax or some adhesive
substance, endorsed 'voted and counted ballots, ' and plac-
ed in the ballot box, and the rejected and defective
ballots shall likewise be put in another package and se-
curely sealed up in like manner, endorsed 'rejected
and defective ballots, ' and placed in the ballot box. And
the said ballot box shall then be locked and sealed up in
the manner prescribed in section 69 of this Article.

"166. The Board of Supervisors of Elections shall, at
1 P. M.. in the city of Baltimore, on the day following
each primary election, and in the counties on the second
day following each primary election, publicly, in the
presence of all the persons who may choose to attend,
open and read the return and the talley sheet for each
district returned to them by the primary election inspec-
tor of such district, and shall then carefully file the said
return and talley sheet, and shall at any time permit the
same to be inspected by any one desiring to make such
inspection in the presence of one of the members of said
board, or of its clerk, and not otherwise. Upon a certifi-
cate of the party authority organized to pass upon
and determine any contest arising out of any pri-
mary election held under the provision of this
Article that a contest is. pending before such
