dred and fifty voters; if it shall request representation.
at all the polling places of any ward in Baltimore city, it
shall be signed by not less than one hundred voters; and
if it shall request representation at the polls of an entire
election district in any county, it shall be signed by not
less than fifty voters, and if it shall request representa-
tion in au election precinct, it shall be signed by not
less than ten voters.

"Provided, That if the above given numbers of sign-
ers shall, in any district, ward, precinct, city, comity, ex-
ceed fifteen per cent of the number of voters polled in
such district, ward, precinct, county, city, division or sab-
division at the last preceding Presidential election for
the nominees of the said political party whose primary
it is for electors of President and Vice-President, or
shall exceed fifteen per cent, of the number of voters
recorded on the registries of said district, ward,
county, city, division or sub-division as affiliated
with the political party whose primary election it is,
then it shall be sufficient if the said certificate is signed
by voters equaling in number fifteen per cent, of said
votes cast or of said persons recorded as affiliated
with the said political party whichever number shall be,
the smaller. Each of the signers of any such certificate
shall append to his signature his residence, his occupa-
tion, his place of business, and the ward or district and
precinct of which he is at the time of signing such certi-
ficate a registered voter, and such certificate shall be
signed and verified by section 38 of this Article. If such
certificate shall be signed and verified in the manner
herein required, it shall be the duty of the Board of Su-
pervisors of Elections to notify the, persons who are des-
ignated in such certificate to represent the signers of
such petition that the supervisors will receive from them
nominations of a judge and clerk for each polling place
in the election district, ward, precinct, congressional dis-
trict, county or city of Baltimore, as the case may be,
and thereupon the said persons so named in the said cer-
tificate or the majority of them shall file with the
said supervisors a certificate signed by them or
the majority of them, certifying that they have ap-
pointed as a judge and a clerk for each precinct the
persons respectively named in, such certificate as such
