judge and clerk, and whose address, occupation and busi-
ness address shall in each case be named in said certifi-
cate. This list shall be filed 'with the Board of Supervi-
sors of Election not less than ten days before the time
fixed for the holding of such primary election, and the
persons named in such certificate shall if possessed of the
qualifications which would qualify them to serve as judge
or clerk at a general election as representing the party
whose primary election it is, be commissioned by the said
Board of Supervisors of Elections in the manner herein-
after set forth.,
"If there shall be no certificate requesting the
right to designate a judge or clerk for any pri-
mary election precinct filed with the said Board of
Supervisors not less than fifteen days before the
day of such primary election, the judges and clerks for
such primary election at such polling place shall be ap-
pointed in such manner and by such authority as the
rules, regulations, customs, usages of the political party
whose primary election it is shall direct, and such num-
ber of judges and clerks for such polling place shall be
named, as the said rules, regulations, customs or usages
may prescribe, but where one or more certificates entit-
ling the signers thereof to be represented by a judge or
clerk of their own selection at any primary election pre-
cinct has been, filed with the supervisors, then the num-
ber of judges and clerks for such primary election pre-
cinct shall be equal to the number of such validly-signed
certificates which have been filed with the Supervisors of
Elections.
If no certificates have been filed, it shall be the duty
of the person or persons who may be by the party rules,
regulations, customs and usages authorized to appoint
such judges and clerks to file the list of the persons so
appointed by them, with their occupations, resi-
dence, and place of business, with the Board of
supervisors of the county or city, as the case may be, not
less than six days before the date of such primary elec-
tion; which list shall be at once hung up by the super-
visors in some conspicuous place in their office, and kept
there hanging exposed to public view until after the close
of the said primary election, and said person so appointed,
