Ordered, That Mr. Mann be excused from attending
to-day's session on account of sickness.
On motion of Mr. Scrimger, it was
Ordered, That Mr. Mencke be excused from attendance
at to-day's session.
Mr. Linthicum submitted the following order:
Ordered, That James W. Owens be paid the sum of
$100, one-half on the part of the House of Delegates,
and one-half on the part of the Senate, for clerical and
professional services rendered the Joint Committee on
Chesapeake Bay and Tributaries in preparing their gen-
eral and local bills.

LEAVES TO INTRODUCE BILLS.
On motion of Mr. Walsh, (by request),
Leave was granted to the Committee on Corporations,
to introduce a bill entitled "An Art to protect citizens
and owners of property in the city of Westminster, in
Carroll county, from exorbitant charges for water, or the
use thereof, supplied and furnished by the Westminster
Water Company of Westminster, Maryland, a body cor-
porate, by authorizing and requiring the Mayor and
Common Council of Westminster, a body corporate, to
fix and regulate all charges to be paid by the citizens or
owners of property in the city of Westminster for water
or the use of water to be supplied by said Westminster
Water Company, and to regulate salaries to be paid by
said company to its officers. "
On motion of Mr. Siegmund,
Leave was granted to the Committee on Claims to in-
troduce a bill entitled "An Act to refund to George J.
D. Disney, of the city of Baltimore, the amount erron-
eously paid by him into the Treasury of the State of
Maryland, for an Oyster Measurer's License for the
season of 1895 and 1896. "
