6            VOTES and PROCEEDINGS, November Session, 1800.

    John Campbell, Esquire, appeared, and qualified in the presence of the senate, before Allen Quynn, Esquire,
one of the justices of the peace for Anne-Arundel county, agreeably to the constitution and form of government.
    The following message was prepared, read, agreed to, and sent to the house of delegates by the clerk.

By the SENATE, November 10, 1800.
        GENTLEMEN,
    THE joint committee of both houses having reported that the honourable Benjamin Ogle is unanimously elected
governor, we think proper to notify the same to him, and request his attendance in the senate room to qualify
agreeably to law, and have appointed James Hollyday and William Hindman, Esquires, to join any members of
your house for that purpose.
                                                               By order,                                                W. S.  GREEN, clk.
    The clerk of the house of delegates delivers a bill, entitled, An act to extend the powers of the trustees of
the poor of Caroline county, endorsed; " By the house of delegates, November 10, 1800:  Read the first and
" second time by especial order and will pass.
                                                                " By order,                                                W.  HARWOOD, clk.
    Which was read the first time and ordered to lie on the table.
And also the following message:
By the HOUSE of DELEGATES, November 10, 1800.
        GENTLEMEN OF THE SENATE,
    WE have appointed Mr. Chapman and Mr. Lloyd to join the gentlemen name by you to wait on the governor
elect for the purpose of requesting his attendance in the senate room to qualify agreeably to the constitution and
form of government of this state.
                                                                By order,                                                W.  HARWOOD, clk.
Which was read.
    His excellency Benjamin Ogle, Esquire, attending in the senate room, ORDERED, That Charles Carroll, of
Carrollton, and Nicholas Hammond, Esquires, inform the house of delegates, that his excellency Benjamin 
Ogle is attending in the senate room to qualify as governor of the state of Maryland, and request their attendance.
    The speaker, attended by the members of the house of delegates, appeared, and his excellency Benjamin 
Ogle, Esquire, qualified as governor before the president of the senate, in the presence of both houses, by taking
the oaths directed by the constitution and form of government, the oath of office prescribed by law, and by taking
an oath to support the constitution of the United States, and also by subscribing a declaration of his belief in
the Christian religion.
The senate adjourns till to-morrow morning 10 o'clock.

T    U    E    S    D    A    Y,    November 11, 1800.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday were read.
    ORDERED, That the communications from the governor be referred to the consideration of the house of
delegates; which were sent to the house of delegates by the clerk.
    The clerk of the house of delegates delivers the following message:

By the HOUSE of DELEGATES, November 11, 1800.
        GENTLEMEN OF THE SENATE,
    WE propose to proceed immediately to the election of a council to the governor.  William Kilty, Thomas
Buchanan, John Scott, Allen B. Duckett, Samuel Ridout, Arthur Shaff, John Davidson, James Thomas, Francis
Digges and Reverdy Ghiselin, Esquires, are put in nomination by the house.  We have appointed Mr. Smith,
of Baltimore, and Mr. Charles Frazier, to join any gentlemen named by your house to examine the ballots.
                                                                By order,                                                W.  HARWOOD, clk.
Which was read.
    The following message was prepared, read, agreed to, and sent to the house of delegates by the clerk.
By the SENATE, November 11, 1800.
        GENTLEMEN,
    WE agree to proceed immediately to the election of a council to the governor, and have appointed Nicholas
Hammond and Charles Goldsborough, junior, Esquires, to join the members of your house in the examination of
the ballots.  No person is named by the senate in addition to those mentioned in your message.
                                                                By order,                                                W. S.  GREEN, clk.
    The following message being also prepared, was sent to the house of delegates by the clerk.
By the SENATE, November 11, 1800.
        GENTLEMEN,
    WE propose on Thursday next, (if agreeable to your house,) to go into a joint ballot for the election of a
senator to represent this state in the senate of the United States after the third day of March next.
