THE committee to whom was referred the petition of Messrs. Samuel Owings, James Carroll, John Merryman,
James Carey and Nicholas Rogers, commissioners for the purpose of erecting a new gaol in the county of
Baltimore, having taken the same into their consideration, report, that the distresses of the inhabitants of
the city of Baltimore and its precincts, arising from the yellow fever, which has extended its effects through the
county in general, and from the heavy direct tax lately collected, there ought not to be imposed on the county
at this time any additional taxes; but they are of opinion that the said commissioners should sell and dispose, in
the first instance, the public property placed in their hands, as directed by law, the proceeds whereof to be applied
to the discharge of the debt incurred in building the new gaol.
