So it was resolved in the affirmative.

T    H    U    R    S    D    A    Y,    December 4, 1800.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday were read.
    The resolution in favour of Hannah West, the bill to authorise and empower the levy court of Charles
county to assess and levy a sum of money for the purpose of repairing and improving the public road leading from
Port-Tobacco through the Zachia Swamp at the Old Bridges, the message and resolution in favour of John B.
Onion, the supplement to the act for the promotion of literature in this state, and the bill to alter such parts of
the constitution and form of government as relate to voters and the qualification of voters, were sent to the
senate by the clerk.
    Petitions from Charles Dorsey, of Nicholas, of Anne-Arundel county, John Holmes, Lendrum Holmes, of
the city of Baltimore, John Wirsing, of Prince-George's county, Townley Yates, of Charles county, Thomas
Loveday, of Caroline county, Archibald Campbell, of the city of Baltimore, and Corbin Lee, of Caroline
county, praying acts of insolvency, were preferred, read, and referred to the committee appointed on petitions
of a similar nature.
    A petition from James Hodges, of Kent county, praying compensation for a negro man banished from the
United States, was preferred, read, and referred to Mr. Chambers, Mr. Angier and Mr. Somervell, to consider
and report thereon.
    A petition from Job Garretson and James Cox, of Baltimore county, praying a suit against Richard Cole may
be reinstated in the court of appeals, was preferred, read, and referred to Mr. Montgomery, Mr. Johnson, Mr.
Chapman, Mr. Dashiell and Mr. Smith, of Baltimore, to consider and report thereon.
    A petition from Hugh Ferguson, of Kent county, an alien, praying a confirmation of his title to certain lands,
was preferred, read, and referred to Mr. Chambers, Mr. Angier and Mr. Hanson, to consider and report
thereon.
    Mr. Smith, of Baltimore, from the committee, delivers to the speaker a bill, entitled, An additional supplement
to the act, entitled, An act for the opening of Second-street, in the city of Baltimore; which was read
the first time and ordered to lie on the table.
    A petition from the sundry inhabitants of Harford county, praying an act may pass for laying out a road from the
ford over the Little falls until it intersects the main York road near Josiah Hitchcock's old blacksmith's shop,
was preferred, read, and referred to Mr. Montgomery, Mr. Bond and Mr. Street, to consider and report
thereon.
    The bill for the relief of James Alexander Magruder, of Prince-George's county, an insolvent debtor, was
read the second time, and the question put, That the said bill do pass?  Resolved in the affirmative, and sent to
the senate by the clerk.
    The report on the petition of sundry inhabitants of Harford and York counties was read the second time,
concurred with, and leave given to bring in a bill pursuant thereto.  ORDERED, That the committee appointed
on said petition prepare and bring in the same.
    Mr. Chambers, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Hugh Ferguson, of Kent county, report, that they
have taken the same into consideration, and are of opinion the prayer thereof, so far as respects the confirmation
of the title to a house and lot in New-Market, is reasonable, and ought to be granted.

Which was read.
    On motion, Leave given to bring in a bill for the relief of William McMahan, and others, securities of Robert
Sinclair, sheriff of Allegany county.  ORDERED, That Mr. Johnson,  Mr. Geogheagan and Mr. Gebhart, be
a committee to prepare and bring in the same.
    The report on the petition of John Woodall was read the second time, concurred with, and leave given to
bring in a bill pursuant thereto.  ORDERED, That the committee appointed on said petition prepare and bring
in the same.
    Mr. Parran, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of the trustees of the poor of Calvert county report, that
they have taken the same into consideration, and are of opinion that a law ought to pass to authorise the justices
of the levy court of said county to levy annually on the assessable property thereof such sum or sums of money
as they may deem an adequate compensation for their services as trustees aforesaid, and also such further sum as
they may think an adequate compensation for their services rendered by the clerk of the trustees aforesaid for the
two years last past, and that they also levy annually on the assessable property of the aforesaid county such sum
