    THE house met.  Present the same members as on yesterday.  the proceedings of yesterday were read.
    Mr. Worthington, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of William J. Moor, of Baltimore county, report, that
they have taken the same into consideration, and are of opinion that the prayer thereof is reasonable, and
ought to be granted.
                                                            By order,                                                J. S.  BETTON, clk.
    Which was read the first and second time, concurred with, and leave given to bring in a bill pursuant thereto.
ORDERED, That the committee appointed on said petition prepare and bring in the same.
    A petition from William Mullen, of Queen-Anne's county, praying an act of insolvency, was preferred, read,
and referred to the committee appointed on petitions of a similar nature.
    Mr. Worthington, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Robert Courtenay, of Baltimore county, report, that
they have taken the same into consideration, and have examined all the documents and vouchers exhibited, and
are of opinion that he is entitled to relief, and therefore submit the following resolution:
    Whereas it appears to this general assembly, that Randolph Brandt Latimer, agent to the state, did, on the
fifteenth day of December, seventeen hundred and ninety-five, sell to the said Courtenay a tract of land called
Part of Carroll's Scrutiny, lying in Baltimore county, containing five hundred and seventy-six acres, for the sum
of two thousand six hundred and forty-six pounds:  And whereas by a correct survey made by the surveyor of
Baltimore county, it appears there was a deficiency of twelve acres, the loss of which, and correcting the
variation, by allowing one degree for twenty years, has entirely deprived the said Courtenay of the benefit of
two fisheries and landings on navigable water:  And whereas it appears that the survey made by the commissioners
of confiscated property, by which the said land was sold, did include the said fisheries and landings, and
that the said Courtenay purchased under an expectation of having the benefit of the same; therefore, RESOLVED,
That the chancellor be and he is hereby authorised and required to inquire into the facts set forth in the petition
of the said Robert Courtenay, and if the said facts are established to his satisfaction, that he direct, in such
manner as he may see right and proper, the damages to be ascertained which the said Robert Courtenay hath
sustained, and that on the said damages being so ascertained, and presented to the treasurer of the western shore,
he pay the amount thereof to the said Robert Courtenay.

Which was read.
    The report on the petition of John Charles Francois Chirac and Henry Peters, was read the second time,
concurred with, and leave given to bring in a bill pursuant thereto.  ORDERED, That the committee appointed
on said petition prepare and bring in the same.
    A petition from William Seth, of Queen-Anne's county, praying compensation for his services as a soldier
during the war, was preferred, read, and referred to Mr. Mercer, Mr. Dashiell and Mr. Lowrey, to consider
and report thereon.
    The following message being prepared, was read and agreed to.

BY the HOUSE of DELEGATES, December 3, 1800.
        GENTLEMEN OF THE SENATE,
    THE claim of John B. Onion, as executor of Beriah Maybury, on the state of Maryland, appearing to us
well founded, we have presumed to request the reconsideration of the senate on the resolution passed this house
in his favour.
                                                            By order,                                                    W.  HARWOOD, clk.
    On motion, ORDERED, That the further consideration of the bill to establish a turnpike and tolls on the road
leading from Frederick county to Ellicott's lower mills, at the places hereafter described, be postponed until the
first day of April next.
