So it was resolved in the affirmative.
Sent to the senate by the clerk.
    The bill relating to constables and constables fees, was read the second time, and the question put, That the
said bill do pass?  Determined in the negative.
    A petition from James Wignell, of Baltimore, praying the bill to enable mayor and city council of Baltimore
to introduce water into the said city may not be enacted into a law, was preferred and read.
    The report on the petition of Hannah West was read the second time and the resolution therein contained
assented to.
    The bill to authorise and empower the levy court of Charles county to assess and levy a sum of money for the
purpose of repairing and improving the public road leading from Port-Tobacco through the Zachia Swamp at the
Old Bridges, was read the second time and passed.
    On motion, Leave given to bring in a bill to appoint an agent for the state.  ORDERED, That Mr. Mercer,
Mr. Dashiell, Mr. Wilson, Mr. Johnson and Mr. Jones, be a committee to prepare and bring in the same.
    A petition from the commissioners, and others, inhabitants of Havre-de-Grace, praying the commissioners may
be empowered to let out, on short leases, streets, alleys, and other public ground in said town, and that the
monies arising therefrom may be applied towards the building of a market-house, wharfs, and improving the
streets, was preferred, read, and referred to Mr. Montgomery, Mr. Bond and Mr. E. Davis, to consider and
report thereon.
    A petition from sundry inhabitants of Havre-de-Grace, praying an inspector and measurer of plank may be
appointed in said town, was preferred, read, and referred to Mr. Montgomery, Mr. Bond and Mr. E. Davis, to
consider and report thereon.
    Mr. Addison, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Henry Joseph Stier, of Prince-George's county,
report, that they have taken the same into consideration, and are of opinion that the prayer thereof is reasonable,
and ought to be granted.

Which was read.
    A petition from Frederick Meddaugh, praying he may be exempted from paying for licence as hawker and
pedler, and that the young and able bodied may be prevented from pursuing the business of hawkers and pedlers,
which is only calculated for the aged and infirm, was preferred, read, and referred to Mr. Nelson, Mr. Dashiell
and Mr. Shriver, to consider and report thereon.
    Mr. Montgomery, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petitions of the commissioners and sundry inhabitants of Havre-de-Grace,
in Harford county, report, that they have taken the same into consideration, and are of opinion that the
prayers contained in said petitions are reasonable, and ought to be granted.

    Which was read the first and second time, concurred with, and leave given to bring in a bill pursuant thereto.
ORDERED, That the committee appointed on said petitions prepare and bring in the same.
    Mr. McPherson, from the committee, delivers to the speaker a bill, entitled, An act for the relief of James
Alexander Magruder, of Prince-George's county, an insolvent debtor; which was read the first time and
ordered to lie on the table.
    Mr. McPherson, from the committee, delivers to the speaker a bill, entitled, An act for the relief of Howes
Goldsborough, of the city of Baltimore; which was read the first time and ordered to lie on the table.
    On motion, the question was put on the following, viz.
    RESOLVED, That the treasurer of the western shore of the state be and he is hereby authorised and directed
to negotiate with the bank of Baltimore, for the use and in behalf of the state of Maryland, a loan of a sum of
money, not exceeding thirty thousand dollars, at an interest not exceeding at the rate of six per cent, per annum,
and that the same be repaid to the said bank of Baltimore by the said treasurer out of the unappropriated monies
that may from time to time be received into the treasury.
