    THE committee to whom was referred the petition of James Millegan, by his attorney and son John Millegan,
formerly of Cæcil county, now residents of Jefferson county, in the North Western Territory, report,
that they have taken the same into consideration, and are satisfied that the allegations contained in the said petition
are true, but your committee being of opinion that the petitioner's case is already provided for by the act,
entitled, A further supplement to the act, entitled, An act to enlarge the powers of the high court of chancery,
it would be improper for the legislature to interpose.

Ballinger, Basil Dorsey and Anthony Poultney, of Frederick county; which was read the first time and ordered
to lie on the table.
    A petition from sundry inhabitants of Washington county, praying the levy court may be authorised to levy a
sum of money on said county for building a bridge over Conococheague creek, was preferred, read, and referred 
to Mr. Geoghegan, Mr. Cromwell and Mr. Smith, of Washington, to consider and report thereon.
    Petitions from Arthur Traverse, of Caroline county, William Ball, of Baltimore county, Henry Molier, of
the city of Baltimore, Josias Clements, of Frederick county, Edward Smith, of Baltimore county, Thomas B.
Clements, of Charles county, and Archibald S. Clarke, praying acts of insolvency, were preferred, read, and
referred to the committee appointed on petitions of a similar nature.
    A petition from William Winchester, and others, counter to the petition of Gittings and Smith, was preferred,
read, and referred to the committee appointed on the petition to which it is counter.
    A petition from sundry inhabitants of Baltimore county, praying a modification of the law for preventing of
hogs running at large within five miles of the city of Baltimore, was preferred, read, and referred to Mr. McCulloch,
Mr. Smith, of Baltimore, and Mr. Worthington, to consider and report thereon.
    On motion, Leave given to bring in a bill for the relief of Thomas Beall, of Samuel, of Allegany county.
ORDERED, That Mr. Johnson, Mr. Simkins and Mr. Harwood, be a committee to prepare and bring in the
same.
    The order of the day respecting sundry applicants for acts of insolvency, and the memorial of the merchants
of the city of Baltimore, counter to their petitions, is postponed till Thursday next.
    A petition from the constables of the city and county of Baltimore, praying an increase of fees, was preferred,
read, and referred to Mr. Hyland, Mr. Worthington and Mr. Love, to consider and report thereon.
    A petition from Samuel Owings, and others, of Baltimore county, praying the levy court may be authorised
to increase the annual tax for the purpose of discharging a sum of money advanced by the bank for completing
the new gaol in Baltimore county, was preferred, read, and referred to Mr. Smith, of Baltimore, Mr. Stansbury
and Mr. Love, to consider and report thereon.
    Mr. Johnson, from the committee, delivers to the speaker a bill, entitled, An act for the relief of Thomas
Beall, of Samuel, of Allegany county; which was read the first time and ordered to lie on the table.
    Mr. Geoghegan, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of Washington county, beg leave to
report, that they have considered the same, and are of opinion that the building the bridge prayed for in said
petition would be advantageous, but for as much as notice has not been given to the citizens of said county
generally, your committee suggest the propriety of referring said petition to the consideration of the next
general assembly.

assent to the resolution therein contained?  Determined in the negative.
