Which was read the first and second time, and the resolution therein
contained assented to.
The bill to appoint a trustee to Elizabeth Yantz,
of Allegany county, and for other purposes therein mentioned,
was read the second time, and the question put, That the said bill
do pass? Determined in the negative.
The bill to incorporate the presbyterian and lutheran
church in the county of Baltimore, was read the second
time by especial order, passed, and sent to the senate by the clerk.
Mr. McPherson, from the committee, delivers to the
speaker the following report:
THE committee to whom was referred the letter of
John Callahan, register of the land-office of the western
shore, report, that they have taken the same into consideration, and
find the facts stated to be true, they are
therefore of opinion, that the said John Callahan be allowed the sum
of twenty pounds fifteen shillings and six-pence
current money, for comparing and examining certain records in his office
with the original papers, (which
had been neglected under the proprietary government) agreeably to resolutions
passed November session, 1798
and 1799, and for recording several certificates which were omitted;
and that the committee of claims place
the same on the journal of accounts.

agreed to, and the bill ordered to be engrossed.

A Y, November 24, 1800.
The house met. Present the same members as
on Saturday, except Mr. Goldsborough and Mr. Denny.
The proceedings of Saturday were read.
A petition from Thomas Edgar, of the city of Annapolis,
praying an act of insolvency, was preferred, read,
and referred to the committee appointed on petitions of a similar nature.
A petition from Philip Shriner, of Frederick county,
praying an act may pass annulling the marriage with his
wife, was preferred, read, and referred to Mr. Nelson, Mr. Quynn and
Mr. C. Frazier, to consider and report
thereon.
A petition from Joseph Shaul, of Baltimore county,
praying the law for the relief of Thomas Randall, passed
in the year 1798, may be repealed, was preferred, read, and referred
to Mr. Worthington, Mr. Smith, of
Baltimore, and Mr. Love, to consider and report thereon.
Mr. Lloyd, from the committee, delivers to the speaker
a bill, entitled, An act to alter such parts of the constitution
and form of government as relate to voters and the qualification of
voters; which was read the first time
and ordered to lie on the table.
Mr. Shriver, from the committee, delivers to the
speaker the following report:
THE committee to whom was referred the petition
of William Ballinger, Basil Dorsey and Anthony Poultney,
of Frederick county, report, that they have taken the same into consideration,
and finding the allegations
therein contained to be true, are of opinion the prayer of said petitioners
is reasonable; and ought to be granted,
and therefore recommend that an act pass for that purpose.

Which was read the first and second time, concurred
with, and leave given to bring in a bill pursuant thereto.
ORDERED, That the committee appointed on said petition prepare and bring
in the same.
Mr. Wilson, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of George
Rice, of Worcester county, report, that they
have had the same under consideration, and are of opinion that the prayer
of the same is reasonable, and that
the law prayed for ought to be passed.
